[CI] User reusable workflow for automated release

Description of changes

Since we now have a reusable workflow for release, I am replacing the current release workflow with a reusable one.

I am also:

• removing get_column workaround and finding Onrage versions
• adding sphinx_rtd_theme to doc requirements (which is necessary that documentation is built while release)
• making black happy :) for lint to pass
