WIP: add additional metadata in owlgen #168

I believe that this was covered in the issue_168_redux, correct? Ok to close? Note that there are still questions on the redux pull request...

Am re-adding these changes in owl_metadata_redux branch. I've omitted one line, however, line 687 in pytongen.py because it renders the previous line moot and doesn't do the sort of translation that is expected. I realize that this is really old, but do you recollect why this change was made?

Also, there was a test case (Issue 137b?) that didn't actually get tested, so I omitted it from the push
