Tighten up URI and CURIE instance testing. #254

Note that, at the moment, this generates a LOT of errors because a number of the biolink-model subproperty_of entries do not reference valid URIorCURIES

This change is awaiting a decision on the semantics of subproperty_of -- should it reference a URIorCURIE, a biolinkml property or something else?
