Better define behaviour of _check_cigars() when multimaps allowed #57

I think that what we really want to return is the best "response" for any particular mapping for a read (or for a pair of mappings in the paired-end read case). This is almost what is happening in the case that multimaps are not allowed (but not quite), but isn't in the case that multimaps are allowed.

This issue will be solved together with issue #64
