Use different configuration for production/dev #90

Now we are using the python -O to remove debug, I was wondering if there is a way to configure differently base on the env so that when dev, we can remove the -O?

For example, some sort of configuration file that defined if it is dev mode, and then set the python executable to be either python -O or just python
