Caverns water plants are not respawning #8

Even in the nicer temperatures of my colony zone, the plants/fungi do not respawn. Might somehow be because they're in a roofed area?

I even tried turning on the Fast Ecology dev mode thing, no luck

It affects Fungal Forest the most due to the amount of rich soil. Plants seem to prefer spawning on higher fertility soils.
