We might want to only enable this for specific factions. The factions that can generate settlements in caverns by default would need to have an XML extension. The player will also be able to choose which factions can spawn cavern settlements through UI.
Implementing this will require map generation patches to create a central cavern large enough to accommodate the settlement. This new feature must be compatible with Vanilla Base Generation Expanded.
