Updated the management description

We talk about managing various aspects of the CMFA system and its functions. The diagram shows a MGMT (External) block and an Admin block which is inside the CMFA TOE Boundary. I think we need to specify which management functions are done /can be done / must be done where. Also, what is the relationship between the external MGMT role and the internal Admin role?
