Based on a discussion in #318, the SD (and probably the PP-Module) needs to have a description of a confidential TSS document. The idea is to provide an acceptable place for a vendor to document needed information to meet the SFRs, but to protect it from public release. This document would only be made available to the lab and validating scheme.
This would be modeled on the Key Management Document (KMD) in the File Encryption PP-Module (and others).
