Add explicit splits between TSS and BMD for assessments

These requirements likely need to "allow" the BMD usage:

FIA_MBE_EXT.2.1 FIA_MBE_EXT.3.1 FIA_MBV_EXT.1.2 FIA_MBV_EXT.2.1 FIA_MBV_EXT.3.1

FPT_BDP_EXT.2 (proposed in #324) will likely also need to be added to this list.

We MUST define the minimum expected TSS portion in the SD.
