NIAP response for v1.1 #358

This is just for holding the NIAP response from the review of the v1.1 public review draft 1.

NIAP completed its review and had no specific comments or concerns. We believe everything was adequately addressed. To address the iTC's specific questions:

FIA_MBV_EXT.3 - 15% is an acceptable limit

FPT_BDP_EXT.1 - No suggestions for evaluation that isn't a documentation exercise.

Biometric Sample Quality Assessment - Seems like a reasonable take at addressing this issue.
