FIA_PAD_EXT #419

This is a proposed add for FIA_PAD_EXT. This doesn't complete all the linkage to the SPD and such that is needed, but I think it gets the SFR updates that are needed correct based on #416.

Change the text of the SFR to have enforce that the verification has to be equal to or greater than the enrolment selection.

App note explanation about the choice of the enrolment/verification options

Add an app note about how to use the table to fill in the selections

Add the table to the ECD

Left to write:

  1. Needs to have tracing to the objectives verified as well as dependency tables.
  2. Review all PAD descriptions to make sure this is mentioned properly (if needed).
