Add license for N2T #333

@jkunze we're trying to make sure that the licenses for all of the Bioregistry's external registries that it consumes are annotated properly. I wasn't able to find any licensing information for N2T, do you know what the terms for reuse/redistribution are? Ideally, it would be something like CC0 or CC BY 4.0!

@cthoyt this question for N2T hasn't come up until now. I imagine it might be possible to add a statement about N2T's data being CC0. Do you have some exemplar licensing statements in mind? (I'm more familiar with software licenses.)

CC0 would be the ideal terms! A few other registries' terms of use pages:

OBO Foundry https://github.com/OBOFoundry/OBOFoundry.github.io/blob/master/LICENSE.md (CC 0, ideal for reuse)
Identifiers.org https://docs.identifiers.org/articles/docs/terms_of_use.html (CC BY 4.0, also acceptable)
FAIRsharing https://fairsharing.org/licence (CC BY-SA 4.0, bad for reuse)

I would suggest putting this both on the website somewhere (e.g. in the footer of https://n2t.net/) and also in the data files that get distributed
