The terms of use are at https://bioontology.org/terms. The 4th paragraph is most relevant:
The ontologies, terminologies, metadata, templates, and other resources provided by Our Sites may be downloaded in whole or in part and used, provided that the end user follows the applicable licensing terms, including appropriately crediting the original provider of the resources and obtaining the appropriate licenses required by the developers of the accessed materials.
Each ontology that has restrictive terms describes them on the summary page in a metadata field called LIcense Information. (That field should also be present via the API in the metadata for each ontology. You may have to specify the 'all information' flag described in the API call for ontology information to get the license field.) If the License information field is blank or does not exist for an ontology, the ontology provider did not specify any particular licensing terms that would preclude reusing its metadata.
The Bioregistry automatically pulls/scrape metadata from the BioPortal API/website to support its semi-automatic alignment of prefixes using this code. However, it's not clear from the BioPortal website under what license this data can be redistributed. @graybeal do you know how we should appropriate license/acknowledge BioPortal when we do this?
