Input format key generation #122

What's the "interchange" format between matrix generation and key generation? I believe we may have different formats in which we want to be able to output matrices. Do we accept all of these for input into key generation or e.g. only one, which is CSV? Shizhuos current key generation code accepts a CSV format as input

CSV is definitely one of the interchange format. We may stay with it for a long while until another format is being requested.
