The CI workflow could be sped up.

[x] Caching the R required R packages. The workflow has a cache step, but the cache path isn't configured correctly.
[x] Skip re-installing R packages
[x] Pull lower layers of the Docker image to avoid rebuilding them.
- I tried pulling the Docker image, but this doesn't work
- I tried the satackey/action-docker-layer-caching GitHub action for caching layers, but this failed with errors
- Now trying the build-docker-images-using-cache action
