I don't think that's the correct interpretation. Developers need to explicitly say GPL3 or later (which has its own SPDX id). That's not what they say on their website. https://github.com/StochSS/GillesPy2#license
In contrast, COBRApy explicitly says GLPv2 or later. See https://github.com/opencobra/cobrapy.
I see. I assumed that the inclusion of section 14 was sufficient. It seems that developers should actually be explicit in the header of the licence, but I have not seen many actually do that. http://www.gnu.org/licenses/gpl-howto
