Templatise 02 and 03 #9

These changes implement changing from tenmplkate simple to templates 'gbs_tagcounts' for process 02 and 'gbs_sam' for process 03.

Seems like duplication to have MoaTemplates and .moa/template.

Is it not possible to add MoaTemplates to the template path for 

moa new -f $template
