move https://github.com/bmeg/bmeg-schemas/blob/537f94aaaf167da10360c1c641f3f8a049811f64/ohsu/schema/core.proto to bioschemas/schemas/ohsu
remove [Individal, Sample & Project] from core.proto

This PR completely removes the BMEG schema and replaces it the the OHSU resource message. We'll have to add the BMEG schema back in: https://github.com/bmeg/bmeg-schemas/tree/dev

Perhaps @prismofeverything and @kellrott will need to review and merge bmeg-schema develop back to master, and then PR that link update to this repo
