[Metadata portal] Create a CREID network metadata submission portal #252

Is your feature request related to a problem? Please describe. The CREID network would like to be able to improve the FAIRness of datasets generated within the network, but currently, there aren't many great ways to do this.

Describe the solution you'd like Create a metadata submission for CREID similar to that of the NIAID SysBio or NDE submission portals

Additional context The schema for Datasets to be submitted via their portal: https://discovery.biothings.io/ns/creid/creid:Dataset The text copy for the CREID submission portal: https://docs.google.com/document/d/1ZGmDu5FM1zfC__eUlYJA9_JFIQ35dH4g/edit#heading=h.gjdgxs Time frame: If possible, please have this portal functional by mid-April to enable initial submission and trouble-shooting by May.
