Separate out annotator endpoint to its own repository #180

annotator handler at /web/handlers/annotator.py was created as part of the pending.api repo, so that we can deploy it together with the rest of pending.api application. It was a temporary solution back them. As the annotator becomes more mature and actively used in the Translator project, let's separate it out of this repo as a standalone application.
