I believe there is a strong use case for blocking all incoming calls where 
caller id is not available.

To make this happen, we will first need to have a filter on blocked or unknown 
caller id.  

I am not quite certain but we may also need an action which ignores the 
incoming phone call if it already does not exist.

I did not mean to set the type as defect but did not see an option for feature
