add options to enabling/disabling wifi or any other state depending on whether 
the last state change was initiated by Omnidroid.

This idea came as solution for enabling wifi by Omnidroid when power is plugged 
only if it was disabled for bsttery going low by Omnidroid itself.

Is it possible that triggers could raise flags to vote for a state - 'on', 'off', 'no-vote' - then a task could poll all flags & act accordingly. User would choose 'unanimous' or 'majority' to change state, possibly different for each state. Eg: WiFi could be controlled by battery level, charging & NFC with User choosing 'majority' to turn on & 'unanimous' to turn off
