SCSS files in bioElements do not get autoprefixed #416

I noticed that SCSS code that I moved from a regular SCSS file to an SCSS inside a biotope element behaved differently in some browsers and found out that autoprefixer doesn't go over them.

Fix: add:

postcss loader to webpack.config.js
postcss.config.js with autoprefixer
