User box always user plt_id #199

What steps will reproduce the problem?
1. Assign a usr_pilot_id to a user
2. Log in as that user
3. Click the user's name in the "User" box on the right

What is the expected output? What do you see instead?

I would expect to see the pilot details. However, the link always uses the 
plt_id argument even if it actually passes the plt_ext_id.

What version of the board are you using?

4.0.2

Please provide any additional information below.

The attached patch fixes the issue for me.
