Configurable thresholds for determining if a server is reinforced #212

It would be nice to have the following values from 
common/includes/class.cache.php added as a configuration option on the 
Advanced/Cache Admin page.

cache::$reinforced_enable_threshold
cache::$reinforced_disable_threshold
cache::$reinforced_prob

I'd also like an option to disable reinforcement checking from overriding the 
cache settings.
