the user-story or let's say the use-case I had in mind isn't really solved but I can help myself

wdyt about this interface? you use it like this:

PA_IDENTITIES=~/.local/share/pa/identities PA_RECIPIENTS=~/.local/share/pa/recipients contrib/pa-rekey

and it will do the copying for you
