Pushing my scraper in a new branch.

There are numerous issues with the current scarper. Taking inspiration from how we extracted the Input Survey, @SaileshReddyM can you please review the scraper in get_raw_data.py.

@SaileshReddyM I don't have any new changes to push. The new scraper is in implemented in get_raw_data.py. Can you please chart the things on which the scraper relies and review those specific pieces of code?
