This is a rebase for the old PRs for noACK protocol, Subscriptions, clean up paramstat and statistics

To Do:

move fn_ functions to separate file out of hbprotocol.
Check out bug: Requesting of statistical data 0x25 works only with ACK, not noACK. Could be a more general problem.
remove many buffer variables and use one generic receive buffer.

Please don't squash when merging. This is a large change and the commits are already cleaned up.
