Added a portfolio page template. #273

I have added a portfolio page template under the assigned issue[ #172]. There are no frameworks used. the web page is developed with pure HTML5 and CSS3. Closes #172

Changes proposed

There are all the dummy lorem texts and instruction text on the page to add and edit according to the user's likes.
