Remove 3.7 and 3.8 from test suite. #241

Unless someone needs backward compatibility for upcoming releases ?

@huard Ok for me to remove Python 3.7 and 3.8 support.

Neither of those versions are being supported by major scientific Python libraries. I also say go for it.
