Mouse cursor deadzones in fullscreen mode. #428

Sometimes the cursor can't move past a certain point or if you draw a line up 
to a "blocked" area (e.g toolbar, zoom view's edge), it will stop you from 
moving the cursor over there after you have released the mouse.

Moving the cursor to the opposite edge of the screen fixes the problem.

Bug showed up in r1573.

2.2 didin't have this problem, it happens since the fix r1553 for issue 317. 
Another consequence is that setting mouse sensitivity to anything above 
'normal' blocks the mouse inside a box.
