Next/prev colour shortcuts not changable from palette help popup #485

What steps will reproduce the problem?
1.Press F1 over palette button
2.You can change user colour shortcuts
3.But not the shortcuts for prev/next active fg/bg col

Not that I need to change them, it just doesn't seem consistent.
