Liberação criação novos usuários #189

Favor habilitar a criação de novos usuários no período de 15/03/2024 a 30/08/2024.

@AngelicaSAPaula para configurar o período de submissão e liberar a criação de usuários, basta logar no sistema com o perfil administrador e acessar o menu Gestão do Sistema >> Configurações >> Submission Period e ajustar de acordo com o período desejado.
