AFK manager moving the last team member alive to spec for being afk causing the game round not to end #187

What steps will reproduce the problem?
1.Activate the AFK Manager and let the last men on the other team be moved to 
spec by the AFK Manager

What is the expected output? What do you see instead?
The round should either end or the last player alive shouldn't be moved or 
kicked (controlable by a  CVar). Instead, the last player gets moved to spec 
and the round never ends.

What version of the product are you using? On what operating system?

Please provide any additional information below.
Might be only present on CS:Go, but fix could be applied to all games
