CSGO: Sound event for 'Fire' isn't played when using ma_burn. #204

What steps will reproduce the problem?
1. Join Mani enabled server. 
2. Use ma_burn on self.
3.

What is the expected output? What do you see instead?

Player should hear 'fire' when being burnt. But this isn't the case as no 
additional audio is played to indicate being burnt.

Turns out it's an engine issue (CSGO has no burn sounds). Sourcemod also 
doesn't initiate a burning sound for its sm_burn.
