Publish Dataset Option function #56

We decided to keep this simple.  When someone clicks on "Publish Dataset 
Button", it opens a dialog box that sends an email to biscicoldev (or, should 
we come up with an alias?).

The options in this dialog must have a hidden field that references the 
uploaded N3 file, email, name, and phone number of the requestor.  

Optional here is an indication of how to handle identifiers.

1)  ark/UUIDs created for them?
2) ark/BCIDs created (much shorter than UUIDs and still unique)
3) adapt local identifiers expressed in file already by using suffix-passthrough
4) identifiers are already globally unique.
