default.xml and changelog for 4.8.2 #74

Add default.xml and changelog.txt for 4.8.2

default.xml based on version tested on the weekend, with the following changes:

meta-switch: include the FRR CVE fixes
meta-ofdpa(-closed): state of v4.8.1
bisdn-linux: point to the FEEDURIPREFIX commit in v4.8.2
