Ensure that TRANSACTION_LOGGER_PGPASSWORD etc. are documented in the README or in a new file that includes the parts from legacy-transaction-logging.md that are not actually legacy (i.e. PostgreSQL setup).

Resolved by #41 in the context of removing support for the legacy method.
