Repositories card design changed #36

Closes issue #8

Design of the repositories card has been changed.

Before:

If the repo doesn't have a description , deployed link , it's css style would still be shown in the card , making it look absurd
The background border shadow didn't matched with the theme

After:

Conditional rendering added , so only those repos which have a description or deployed link will be shown. For others, it will not be shown , also it's styles will not be used.

Kindly add the level and add the GSSoC tag.
