Adding comments #23

Hello @bishalde , i would like to add comments in the web_app.py and PC_app.py to make the code more readable and which could be understood easily even for the beginners. I will assure you that i will be adding the comments once i go through the code thoroughly. Please assign me this task under GSSOC'24. thank you!
