Automatic Comment Translation #115

Wouldn't it be cool if we could detect that a comment was in another language 
(for example, another character set) and use Google Translate or Microsoft 
Translate (whichever has a nice API) to automatically translate the comment 
underneath? Maybe crazy, but I'd love it. ;)

I thought this would be awesome, and a good way to learn more about the code.

Attached is a zip file that contains a patch, and a SQL script.  (Hope it 
works, used Visual Studio 2010 to diff a default database vs the custom one)

I modified the Redbook/Blue skin to show an example implementation.   The 
change includes a change in the admin section to define your API key etc.

Btw, I chose to use Bing, it was so simple.
