Entering a non-existent blog takes me to the install page

What steps will reproduce the problem?
1. Configure a multi-blog setup 
2. Enter a non-existent blog (http://weblogs.sqlteam.com/wonk/)

What is the expected output? What do you see instead?
Expected not found or some such.  Ended up at the install page.

What version of the product are you using? On what operating system?
Windows Server 2003.  Haven't tested on later versions yet.

Please provide any additional information below.

Fixed in r4197. This was the right page all along. But the wording could be 
better.
