New version or important news notification #272

Add somewhere in the dashboard a box to notify the users of new version or 
important information for the users.

The subtext dashboard will then download once a day a file stored somewhere 
(possibly a server with infinite bandwidth and no cost, like this google code) 
and display the relevant information to the user.

Oh, only parts that are "hooked up" are quick action links. Rest for show :)
