Add option to invalidate signed scammer accounts and all signed children in filter #3581

To be able to react quickly without deploying a new version, we should not only invalidate/block the signed account of a scammer, but also invalidate all signed witnesses of its children at the same time by using the filter.

Please take this discussion to bisq-network/proposals#93 and leave the issues for technical discussion. Especially for an issue that's implementing details from a proposal that has been discussed at length.
