BSQ trading fee update on Cycle 23 #325

This proposal keeps a record of the process to keep the BSQ trading fee at 50% discount to BTC trading fee. It will remain open until we need to update BSQ trading fees again.

Last update was on #318

It's necessary to update BSQ trading fee on Cycle 23.

New BSQ trading fees

A change parameter request for BSQ trading fees will be submitted to DAO voting: New BSQ maker fee: 9.95 New BSQ taker fee: 69.68

The 15% cap to increase BSQ trading fees has been used.

This proposal appears to have been submitted twice for Cycle 23. I assume this was an accident, @MwithM can you confirm?

The same proposal affects 2 different parameters, BSQ trading fee for maker, and for taker. The previous comment has the 2 different TXIDs for the two different parameters, which are included into this 325 proposal.
