Reduce max refund amounts #455

In accordance with risk mitigation measures outlined in issue #453, I will reduce the amount of trades to be reimbursed to two trades of 0.25 BTC per trade, as previously pointed in #296.

The above will be applied starting for trades into arbitration the July 20th.

This makes sense with the reduction of trade sizes to 1 BTC.
