BSQ record keeper #33

During phase zero of the DAO, we track BSQ stake, voting and bonding manually, via spreadsheet and other primitive mechanisms. This requires a trusted record keeper who is in control of these spreadsheets, etc.

This role will go away as we move DAO operations on-chain.

I have updated the title and description of this role and assigned it to myself to reflect that I am in fact playing this role for now, namely that I'm the one who has edit rights over the BSQ stake and vote tracking spreadsheet.

Closing as superseded by the 'Compensation maintainer' role (#31). In theory these could be two separate roles, but in practice they are one, so consolidating them now for ease of reporting, etc.
