Adding specification for the forum operator role #57

I made the specification for the forum operator role (issue #19) and added the appropriate changes to the README.adoc file. I made some assumptions here as the role specification wasn't very discussed yet and left the bonding amount to TBD.

Thanks, @alexej996. I've merged this, please see my additional commit cf854e3, and in the future please check the "allow maintainers to make additional commits" checkbox on your pull requests. It makes these kind of additional commits easier to discover and learn from.

As for the doc itself, it's great for a start. It would be good to get more specific about what "up to date" with latest patches really means, and what "keep backups recent and secure" means. i.e. how often should backups be taken, etc. The more specific we are, the easier it is for people to vote on whether this role is being performed according to spec.

In the meantime, it's enough if you do a monthly report on #19 and mention what maintenance you have done, e.g. what upgrades (if any) and how many backups you've done.

There's all kinds of stuff you could report on in those monthly updates, like how many new users, volumes of forum posts, etc. I'll leave that up to you for now, but this is all stuff that could make it's way back into the doc over time.

Great. I see I made some typos. Seems like there is still quite some room for improvement of my grammar in English. Thanks for correcting me as I will definitely take note for this in the future.

The doc is absolutely just the first draft, I will have some discussions with @Emzy in the future about all the details regarding this role, just to be sure we have multiple opinions.

I will be planning on upgrading this document soon.
