My role is to refund traders who cannot resolve their differences using the mediators. The traders have their BTC sent to the Donation Address owner if they escalate to me. In my role I need to pay the traders according to my judgement of the dispute and is reimbursed by a highly volatile BSQ at the end of each voting cycle. @refund-agent2 Thanks for the very informative table. Could you add the reasons for the dispute as well and the summary text? Can you rename the header title Tx to delayed payout tx and Proof to refund tx? Of make the entries of BM received and RA payout as link to the tx (would be even better)?

Can you add at each cycle a recommendation what we can improve to reduce the cases? 42 cases is way too much. We need to get radically down.

@chimp1984 I'll make that changes for next report. We had 17 seller not responding, 13 peer was late, 6 bug, 3 other, 2 bank and 1 usability issues.

There's too much buyers not responding. Maybe it's because of the bug where the first confirmation is not reached, but still, as for sellers not responding, buyers should have contacted support at some point. While sellers not responding happens mostly with XMR trades, buyers not responding is a fiat issue. There were also many cases where traders could not accept mediator's suggestion and I can't know if one of the traders did accept it or none of them did.

I count 44 payouts in January (between both refund agents). Number of trades was 4915, ATH. That's 0.9% of all trades that are going to arbitration.

What are the trade amounts of those not responding trader cases? We need to find out what is the motivation. For small amounts it can be lazyness/carelessness/UX problem,... but for large amounts I doubt that traders would not care about a substantial loss.

Are there any repeated users (accouns, onions)? Are there markets/countries in case of fiat with higher frequency?

Selftrade to gain from BSQ option trade as discussed in https://github.com/bisq-network/proposals/issues/292 might be a rational explaination but I doubt that this is the case.

The minimum amount for security deposit is 0.006 BTC (around $200). I don't think carelessness or lazyness is the reason. We found 4 of the "peer was late" issue. Unfortunately, this trades were already refunded on 27 january. https://github.com/bisq-network/support/issues/726

@refund-agent2 There are even 0.3 BTC deposits (about 10k USD!) sellers do not collect. I really have no clue what is the motivation why they do that. It happens too often so there need to be a real "benefit" to do that. Some say it might be for privacy so they do not want to risk to touch Bisq after they have received the XMR, but I think the loss is too high for that. With CoinJoin they could get privacy sufficiently and cheap.

Difference for BM and RA totals are due to penalties to traders, who have not being reimbursed for the total trade and security deposit amounts. DAO keeps 0.0141 BTC when BM sells this BTC and burns the purchased BSQ.   • In one case they replied to arbitration, trader wasn't aware that the offer was taken.
  • Some of this cases had previous issues at mediation, like not being able to confirm or banking issues.
  • 1 case for CBM could not happen again since now this payment method is geographically restricted. Taker wanted that BTC buyer sent fiat to a very different economic and geographic area.

If a trader did not reply to arbitration, I did not reimburse the total amount donated to the DAO address. This way, the traders not responding issue does not suppose a cost for the DAO. The amount of the penalties is 5 to 30% of the security deposit. At Cycle 24, the DAO kept 0.056BTC from unresponsive traders.

@pazza83 No, i'ts not documented other than at this issue, and partially. I started not reimbursing the full BTC sent to donation address on cycle 22, but the amounts was not communicated or even clear to me. It's necessary and fair that the DAO keeps a part of the security deposit from traders who cause unnecessary disputes, specially those who stop responding. The amount should be enough to at least cover arbitration expenses. The amount is based on a percentage of the security deposit amount. The % is higher for lower trading amounts and reduced for higher trading amounts. There's been more than 30 times where the total amount sent to DAO donation address was not completely refunded, and noone has complained yet.

• Mediators should invite buyers to use normal SEPA when instant fails, as it's available and safe, and we can't know which peer and the reason why it fails.
• For at least 1 case, mediation chat was not reliable. At arbitration it worked, but we still used Keybase to communicate. I ignored the mediation suggestion as the trader was really responding.
• Talking to @pazza83 and mediators, we created a new table of penalties that fits better with applying arbitration fees and that in my opinion, it's more fair. I think it's time to publish it at the wiki and start implementing these changes.
